About PicComet

PicComet makes photo tools for IDs, applications and everyday images: ID photos in the sizes used around the world, AI background and attire edits, and free image converters, compressors, PDF and collage tools. We started with Philippine ID rules and add each country's sizes as we research them.

Who runs it

PicComet is run by UK Lightning Picture Ltd, London, United Kingdom. We are not affiliated with any government agency.

How we check ID picture rules

Every size, background and name-tag rule on this site comes from the agency's own website or published PDF. We link the source on each requirements page and note the day we last checked it. When the official text doesn't say something, we write that it isn't stated instead of filling the gap from forums or other sites.

• PRC picture requirements · checked 27 Oct 2026
• CSC picture requirements · checked 27 Oct 2026

Agencies change their rules. Always confirm with the agency before printing, and tell us if something here is out of date.

What's free and what's paid

Cropping, print sheets, converting, resizing and compressing are free and run in your browser. AI edits (white background, formal attire) have a free preview; the HD picture is paid. See Privacy for what happens to your photos, and Terms and refunds for the 14-day refund.
